Capitalism and Freedom

Milton Friedman’s *Capitalism and Freedom*, first published in 1962, is a collection of essays arguing that competitive capitalism is both a necessary condition for political freedom and a check on coercive state power. Its most famous chapter, “The Relation Between Economic Freedom and Political Freedom,” contends that voluntary exchange and private property disperse power, while centralized economic control concentrates it. The book emerged from lectures Friedman delivered at Wabash College in 1956 and reflects his Chicago School approach to price theory, monetary policy, and limited government. Specific chapters address concrete policy: “The Role of Government in a Free Society” defines government as rule-maker and umpire, not master; “The Control of Money” critiques discretionary Federal Reserve policy and calls for a legislated rule for steady monetary growth, a forerunner of monetarism. “International Financial and Trade Arrangements” argues for floating exchange rates and free trade. “Fiscal Policy” attacks the idea that government spending is inherently stimulative. “Capitalism and Discrimination” contends competitive markets erode discrimination more effectively than legislation, while “Monopoly and the Social Responsibility of Business and Labor” rejects the doctrine that corporate managers should pursue social goals beyond shareholder interests. “Licensing” and “The Distribution of Income” challenge occupational licensing and progressive redistribution, proposing a negative income tax as a market-friendly alternative to welfare bureaucracy. The book’s setup is intellectual rather than narrative: Friedman asks what institutional arrangements preserve freedom, then applies a consistent criterion—voluntary cooperation versus coercion—across education, medicine, and labor law. Its arguments helped shape late twentieth-century deregulation, school vouchers, and tax reform debates. Widely read alongside Hayek’s *The Road to Serfdom*, it remains a defining statement of libertarian and classical liberal economic thought.
