How Democracies Die

In How Democracies Die, Harvard political scientists Steven Levitsky and Daniel Ziblatt argue that modern democracies rarely collapse through sudden military coups. Instead, they erode gradually as elected leaders dismantle unwritten rules and institutions from within. The authors draw on comparative history, examining cases such as Weimar Germany, Venezuela under Hugo Chávez, and contemporary Hungary and Turkey, alongside moments of resilience in Belgium, Finland, and Chile. They identify four warning signs of authoritarian behavior in leaders: rejecting democratic rules, denying legitimacy to opponents, tolerating or encouraging violence, and willingness to curtail civil liberties. The book introduces the concept of "mutual toleration"—accepting rivals as legitimate—and "institutional forbearance"—exercising restraint by not using legal but norm-breaking tactics to maximum partisan advantage. These two norms, the authors contend, are the soft guardrails that sustain democratic systems. They trace how American democracy weakened as partisan polarization and racial realignment eroded these norms, citing episodes like the Senate's transformation and the rise of extreme procedural hardball. Levitsky and Ziblatt also propose reforms, including stronger gatekeeping by political parties, electoral system changes, and civic mobilization. The book's central warning is that democracy's demise is often legal and incremental, making vigilance and norm enforcement essential. It was published in 2018 and became a New York Times bestseller, widely cited in debates about democratic backsliding.
