Manufacturing Consent

Manufacturing Consent by Edward S. Herman and Noam Chomsky, published in 1988, argues that major U.S. commercial news media function as propaganda organs that “manufacture” public agreement with elite interests rather than serving as neutral watchdogs. Its central analytical tool is the propaganda model, a set of five filters through which news must pass: ownership and profit orientation of mass media; advertising as the primary revenue source; reliance on government, corporate, and “expert” sources; flak (organized negative feedback) as a disciplining force; and anticommunism (later reframed as a general “fear ideology” or war on terror) as a mobilizing enemy. The authors apply this model to case studies, including media coverage of the Indonesian invasion of East Timor, the Vietnam War and refugee flows, the KGB-Bulgarian “plot” to assassinate the Pope, and Central American elections and human-rights reporting. A key paired concept is “worthy” versus “unworthy” victims: similar atrocities receive vastly different attention depending on whether the perpetrators are U.S. allies or adversaries, with coverage quantity and framing calibrated accordingly. The book also examines how the New York Times and other outlets marginalized dissent, sometimes through omission and sometimes through ridicule or omission of context. Its opening chapter outlines the propaganda model; later chapters contrast “official” and dissident accounts to show systematic filtering. The authors describe the work as a “propaganda model,” not a conspiracy theory, emphasizing structural incentives rather than literal coordination. Manufacturing Consent became a foundational text in media criticism and political communication, widely cited in debates over objectivity, corporate news, and the limits of dissent in democratic societies.
