Globalization and Its Discontents

In Globalization and Its Discontents, Joseph E. Stiglitz draws on his experience as chief economist at the World Bank to argue that the international financial institutions—the IMF, the World Bank, and the WTO—often harmed the developing countries they claimed to help. The book's central target is the Washington Consensus: the package of deregulation, privatization, trade liberalization, and austere fiscal and monetary policy that the IMF attached to its loans. Stiglitz argues these "one-size-fits-all" prescriptions ignored local conditions and sequencing, and were imposed with little democratic accountability. The opening chapters set the scene through the 1997–98 East Asian financial crisis. Stiglitz contends that IMF-imposed high interest rates and spending cuts deepened recessions in countries like Thailand, Indonesia, and South Korea, and that the fund pushed capital-market liberalization too quickly. He contrasts this with China's more gradual, state-guided transition, which he presents as evidence that pacing and institutional context matter. A recurring concept is "conditionality"—the strings attached to loans—which he says transferred policy control from elected governments to foreign technocrats. Later chapters extend the critique to Russia's shock-therapy privatization, which he links to oligarch growth, and to WTO trade rules that he argues disadvantaged poor nations in areas like agriculture and intellectual property. The final section, framed partly as a response to the Seattle protests, calls for reforming global governance: greater transparency, more voice for developing countries, and policies tailored to local circumstances. The book blends memoir, crisis case studies, and policy argument, and became a bestseller in the early 2000s debate over globalization's costs.
