The New Jim Crow

In *The New Jim Crow*, Michelle Alexander argues that mass incarceration in the United States functions as a redesigned caste system, one that relegates millions of Black Americans to permanent second-class citizenship much as Jim Crow laws once did. Her central framework holds that the War on Drugs, declared in 1982, provided the political cover for a racially disproportionate system of arrest, conviction, and imprisonment, even though drug use occurs at similar rates across racial groups.
