The Storm Before the Storm

Mike Duncan’s The Storm Before the Storm is a narrative history of the Roman Republic’s unraveling in the decades before Julius Caesar’s rise, covering roughly 146–78 BC. Duncan, known for the History of Rome podcast, argues that the Republic’s collapse was not sudden but the product of accumulating political dysfunction that Romans themselves recognized and failed to correct. The book opens with the Gracchi brothers, Tiberius and Gaius Gracchus, whose attempts at land and judicial reform via the tribunate ended in mob violence and their own deaths. Duncan treats these episodes as the moment political murder became a viable tool in Roman politics. He then follows the careers of Gaius Marius, whose military reforms created a professional army loyal to its commander rather than the state, and Lucius Cornelius Sulla, whose march on Rome in 88 BC shattered the taboo against turning Roman arms against Romans. The Social War, the civil war between Marius and Sulla, and Sulla’s subsequent dictatorship and proscriptions form the book’s grim centerpiece. Duncan’s distinctive framework is cyclical: he identifies recurring patterns—populist tribunes challenging the Senate, generals exploiting military loyalty for political gain, and the breakdown of elite consensus—that repeat across the period and preview the end of the Republic. He draws heavily on ancient sources including Plutarch, Appian, and Sallust, and his podcast background shapes the accessible, sequential storytelling. The title comes from a Roman proverb that the worst storms follow the calm, and Duncan’s argument is that the generation before Caesar had already destroyed the norms that had sustained republican government, making the later collapse inevitable rather than accidental. The book covers 146–78 BC and does not extend to Caesar’s dictatorship or the empire.
